Conditions :
- Israeli nationality and resident
- Less than 20 years in Israël (for olim Hadashim) or less than 10 years (for Toshavim Hozrim)
- One guarantor earning an average monthly net income of 5,000 shekel minimum who has worked for at least six months in the current place of employment.
